About the Program

Quick answer: The PMYB&ALS is a federal youth financing programme run under the Prime Minister's Youth Programme and delivered by banks. It offers subsidised loans of up to Rs 7.5 million in three tiers (0%, 5% and 7% markup) to Pakistanis aged 21–45 (18 for IT and e-commerce). Applications are online only, and approval rests with the bank.

What is the PM Youth Business & Agriculture Loan Scheme?

PMYB&ALS is a government-backed financing programme that helps young people start or expand small and medium businesses and fund farming activity. It replaced the earlier Kamyab Jawan Youth Entrepreneurship Scheme, and the money comes through 15 commercial, Islamic and microfinance banks rather than directly from the government.

Two parties matter here. The Prime Minister's Youth Programme (PMYP) runs the application portal. The State Bank of Pakistan (SBP) sets out the financing rules that banks follow. Read the SBP's PMYB&ALS information page for the regulatory baseline.

Sole proprietors must fall within the age bracket themselves. For partnerships and companies, SBP says at least one owner, partner, or director must meet the age requirement. Both new businesses and existing ones can apply.

Loan tiers compared

Tier 1 Tier 2 Tier 3

Markup 0% 5% per year 7% per year
Security Personal guarantee Clean (personal guarantee only) Per bank policy
Equity (new business) Check with bank 90:10 80:20
Equity (existing business) Nil Nil Nil
Maximum tenor 3 years, equal monthly instalments Up to 8 years, including up to 1 year grace Up to 8 years, including up to 1 year grace

Additional Financing: Laptops and Overseas Workers

SBP added a fourth tier that most guides skip. It covers two groups:

  • Laptops: for Pakistanis aged 18 to 30 studying at HEC-recognised institutions. The tenor is up to 4 years, equity is 20% (80:20 financing), and markup is zero.
  • Prospective overseas workers: for CNIC holders aged 21 to 45 holding a valid job or offer letter, including recruitment through a licensed Overseas Employment Promoter. Financing is 80:20 at zero markup.

If you're a student who needs a laptop, or a worker with a visa-stage job offer, this route fits better than the business tiers.

Which tier fits you?

Your situation Likely tier
Home-based tailoring, small online store, freelancer buying equipment Tier 1
Shop expansion, small workshop, poultry or dairy setup Tier 2
Machinery, a larger agribusiness, a growing company needing premises or stock Tier 3
Laptop for study Tier 4

Pick the smallest tier that fully funds a realistic plan. A bigger loan means bigger instalments, and banks look closely at whether your income can carry them.

What repayment really looks like

Percentages alone don't tell you whether a loan is affordable, so here are three illustrative examples. They assume reducing-balance instalments over the maximum tenor and ignore any grace period. Your bank's schedule will differ.

Loan Markup Tenor Approx. monthly instalment Approx. total markup
Rs 500,000 0% 36 months Rs 13,900 Nil
Rs 1,000,000 5% 96 months Rs 12,700 Rs 215,000
Rs 5,000,000 7% 96 months Rs 68,200 Rs 1.54 million

For perspective, the SBP policy rate stands at 11.5% (held on 14 September 2026), and six-month KIBOR is hovering around 12%. Commercial business loans usually price above those benchmarks. At roughly 12%, the same Rs 5,000,000 over eight years would cost around Rs 2.8 million in markup, so the scheme's rate saves more than Rs 1.2 million in this example.

Early repayment is worth asking about too. Ask your bank whether settlement charges apply, because policies are not identical across institutions.

Agriculture loans under the scheme

Farmers can borrow for production (seed, fertiliser, labour) and development (equipment, infrastructure). Farmer classification follows SBP's agriculture financing guidelines. A crop loan typically runs up to one year with a single repayment timed to harvest, so match your application to the crop calendar rather than applying right as costs spike.

Three realistic scenarios

These examples are illustrative, not real cases.

The freelance designer:

A 23-year-old graphic designer needs Rs 400,000 for a laptop, a monitor, and a co-working desk. Because digital services qualify, Tier 1 fits. Fixed monthly instalments of about Rs 11,100 over 36 months are covered by two regular clients.

The wheat grower:

A farmer needs inputs for the next season. A production loan with a harvest-timed repayment suits his cash flow better than monthly instalments would.

The shop owner:

A 34-year-old runs a grocery store and wants cold storage and extra stock. As an existing business, equity is nil. She applies for Tier 2, and her three years of sales records make her repayment story easy for the bank to believe.

Common mistakes and pro tips

Mistakes

  • Guessing the CNIC issue date instead of reading it off the card
  • Borrowing the maximum "because it's available"
  • Starting the form without documents in hand
  • Using a relative's SIM

Pro tips

  • Write your plan in plain numbers: what you'll buy, what it costs, what you'll earn
  • Free help exists. SMEDA has been named as a support body for applicants, so check smeda.org for plan templates
  • Keep screenshots of your submission and any tracking reference

Eligibility

Eligibility criteria

Age:

The general range is 21 to 45 years. IT and e-commerce businesses can apply from age 18.

Citizenship and CNIC:

You need a valid Pakistani CNIC. The portal verifies your CNIC number and issue date through NADRA, so a mismatch will stall the application.

Residency:

The scheme is aimed at Pakistanis living in the country. Overseas residents should check the portal before assuming they qualify.

Government employees:

Government employees are not eligible under any tier, according to the programme information currently circulating. Confirm your status with the bank if you hold a contract or part-time public post.

Education:

No minimum degree is required, so a farmer with no formal schooling can apply. Education matters only when your business legally needs a licence, diploma or registration.

Entrepreneurial potential:

Banks expect a credible plan for productive use of the money. Personal consumption doesn't qualify.

Women:

Several reports mention a 25% quota reserved for women entrepreneurs. Treat that as a reported figure until you see it on the official portal.

Required Documents

Documents checklist

Requirements vary by applicant and business type, but the portal commonly asks for:

  • Passport-size photograph
  • CNIC, front and back
  • Latest degree or certificate, where relevant
  • Experience certificate, where relevant
  • Business licence or registration
  • Chamber or trade-body registration, where applicable
  • National Tax Number (NTN)
  • Recommendation letter for an existing business, where required
  • Recent bank statements and financial statements, where available

Banks may also ask for references. Prepare two people who are not close blood relatives, with their names, CNIC numbers and phone numbers, just in case. Pro tip: Make your numbers agree everywhere. If your form says Rs 150,000 monthly sales, your bank statement, your feasibility notes, and what you tell the loan officer should all tell the same story.

Use your own mobile number

Enter a number registered in your own name. The participating bank uses it to contact you, and a missed call can slow everything down.

How to Apply

How to apply online

There is no paper form. The portal says the application is submitted online only, with no need to visit a branch to file one.

  1. Open the official site. Go to the PMYB&ALS portal and start the online application form.
  2. Enter your CNIC details. Type the CNIC number and issue date exactly as printed on the card.
  3. Choose your tier. Select the one matching your funding need.
  4. Fill in the form. Provide personal, contact, business, and financial information. The portal warns that wrong details can hurt approval and are hard to change after submission.
  5. Upload documents. Use clear scans or well-lit photos.
  6. Review, then submit. Check every figure once more before sending.

Set aside at least 15 minutes, and use the draft-saving option if you need to come back later.

Information to prepare

The form asks for more than identity details. Gather these in advance:

  • Monthly business income (actual for an existing business, a realistic estimate for a new one)
  • Monthly operating expenses
  • Household expenses
  • Any other income
  • A short feasibility explanation covering what you'll buy, who will pay you, and how you'll repay
